The M3 memory information and the control relative memory information is always expressed in bytes. The C28x memory map in the datasheet will likely refer to 16-bit words as well as its link command file. The DMA controller, that can transfer data to and from the on-chip SRAM and some peripherals, can not transfer data from the flash memory or ROM, because the flash memory and ROM are located on a separate internal bus.
